Supportive Policy for Globalized PV Markets

Bettina Weiss The need for policies that support the required growth and innovation in the solar industry extends around the world from India and the U.S. to Taiwan and Europe. As I traveled from one continent to the next this month, one thing was clear - each consortium, association, council and entity we heard from wants each of our governments to prioritize renewable energy in order to secure our energy future. The first week of September in Bangalore, I spoke at the SOLARCON India opening ceremonies on the need for continued policy support and a unified industry voice to help India compete on a global stage. And, although local content requirements remain attractive because they appear to help in the short term, any barriers to global trade will ultimately hurt in the long run because the global industry needs to fairly compete on price and efficiency grounds. There are steep hurdles in India's quest for a secure energy future and none may be as daunting as financing and bankability issues. Still, I am hopeful as they shift into Phase II implementation of the JN-National Solar Mission. Mr. M.N. Vidyashankar, a dignitary from the Government of Karnataka framed India's position best, "An economy based on hydro carbon is unsustainable. We will be failing in our duty to the next generation unless we optimize the use of resources. The untapped potential in alternative sources of energy holds the key to a sustainable future."
